Tacoma hires economic development director; appoints interim finance director

Tacoma City Manager T.C. Broadnax has announced the appointment of Ricardo Noguera as the director of the City’s Community and Economic Development Department (CED).

As the new CED director, Noguera will lead the department in such initiatives as neighborhood revitalization, business attraction and retention, small business development, affordable housing and strategic planning to sustain an economically vibrant Tacoma. Prior to joining the City, Noguera served as the housing and economic development director for the City of Visalia, Calif. He also worked for the City of North Miami. Noguera has a master’s degree in city and regional planning from the University of California, Berkeley.

In addition to Noguera, Broadnax has appointed Steve Call as the City’s interim finance director.

As the interim finance director, Call will focus on managing the daily operations of the department and identifying opportunities for improvement, including the evaluation of the City’s finances. Prior to joining the City, Call served as director of the Office of Management and Budget for King County from 2001 to 2005, and then as its interim director in 2009. He also served as interim chief financial officer for Seattle City Light. Call holds a Master in Public Administration from the University of Washington. Call will step into the role recently held by Jeff Litchfield, who has accepted the position of city manager for the City of Hondo, Texas. The City intends to undertake a formal open recruitment for the finance director position.
