Council members are scheduled Dec. 11 to hear the first reading of an ordinance that would authorize the execution of a project lease agreement with TES Properties for the Center for Urban Waters, which will house the Environmental Services lab and office facility. The ordinance would pledge revenues of the Sanitary Sewer Utility to make lease payments and would agree to take unencumbered title to the building when bonds issued by TES Properties for the building are discharged.
