The City Council approved adding $7.85 million to Manson Construction Company’s contract for cleaning up of the Thea Foss and Wheeler-Osgood waterways through a resolution Feb. 14. The money will cover costs for more clean fill material necessary to cap the disposal site, additional habitat restoration imposed by the U.S. Environmental Protection Agency, additional unanticipated capping in the Foss and removal of explosives discovered on a habitat construction site.
