PUBLIC NOTICE DETERMINATION OF NONSIGNIFICANCEWAC 197-11-970 Project Name: Georgia-Pacific Tacoma Marine Terminal Upgrade Description of proposal: The proposed project will have two phases. Phase 1 will repair and replace components of an existing dock facility. Components include replacing three berthing dolphins, replacing dock fenders, replacing and relocating catwalks, relocating a conveyer system and rock off-loading hoppers, and expanding a rock storage building. Eighty-three 15-inch creosote-treated timber piles will be removed and replaced with 55 24-inch steel piles for the replacement of the dolphins, dock fenders and catwalk replacements. The existing timber catwalks will be replaced with 60% open space grated catwalks, and the overwater footprint will decrease by approximately 100 square feet. Shore bollards will be replaced and relocated to accommodate the shift of rock delivery ships to the southeast. Expansion of a rock storage building will increase storage capacity from 29,500 metric tons to 54,000 metric tons; however, no change to the building height or impervious surface due to the building expansion is anticipated. Phase 2 of the project involves dredging the berthing area from -31.0 feet mean lower low water (MLLW) to -45.0 feet MLLW to allow existing ships to utilize unused capacity to offload more material at one time. Dredging is anticipated to remove approximately 28,000 cubic yards of material to accommodate the increased vessel draft. Proponent: Georgia-Pacific Gypsum Location of proposal, including street address, if any: The project will be located at 1240 Alexander Avenue, Tacoma, WA 98421, Pierce County. It is situated in Section 35 of Township 21N, Range 03E of the Willamette Meridian. Lead agency: Port of Tacoma, the lead agency for this proposal, has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under Revised Code of Washington (RCW) 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Comments and Request for Reconsideration: This Determination of Non-Significance (DNS) is issued under Chapter 197-11-340(2) Washington Administrative Code (WAC). Pursuant to Port policy, all interested parties shall have 14 calendars days to comment on the proposed SEPA threshold determination. Only those who commented within the 14-day comment period shall have standing to file a Request for Reconsideration. Any challenge to a SEPA threshold determination shall be initiated by filing a Request for Reconsideration with the Responsible Official or designee no later than 7 calendar days following the end of the 14-day comment period for the SEPA determination. The lead agency will not act on this proposal for 14 days from the start date of the comment period described below.
