Action on Ordinances
Proposal No. 2003-34, adopting a new Section 13.08.075 of the Pierce County Code, “Administrative Cancellation of Delinquent Special Assessment”; and establishing an administrative write-off policy for Uncollectible Delinquent Utility Local Improvement District assessments.

Proposal No. 2003-38s, amending Section 18A.25.280 J., and the industrial use category of Tables 18A.25.100 G. and 18A.25.150 E. of the Pierce County Development Regulations, by separating vehicle storage yards from salvage yards, and allowing vehicle storage in the rural activity center zone through issuance of a conditional use permit; setting an effective date; and adopting findings of fact.

Proposal No. 2003-41s, authorizing the approval of open space classification under current use assessment on certain property located within the unincorporated boundaries of Pierce County, in the Southwest Quarter of Section 11, Township 19 North, Range 6 East of the Willamette Meridian; and adopting findings of fact. (Application No. OS12-02, Scott Rammell – Buckley area)

Proposal No. 2003-46, granting supplemental franchise No. 11 to the City of Tacoma, Department of Utilities, Water Division, a municipal corporation of the State of Washington, for location of water lines on certain county-owned rights-of-way.

Proposal No. 2003-47, granting a nonexclusive franchise to Fox Island Mutual Water Association, for location of water lines on certain county-owned rights-of-way; and authorizing the County Executive to execute the franchise.

Proposal No. 2003-51, submitting to the voters of Pierce County at the November 2003 general election a proposed amendment to Section 3.70 of the Pierce County Charter to make the sheriff and elected position.

Action on Resolutions
Proposal No. R2003-83, accepting recommendations from the Pacific Avenue Redevelopment Task Force; initiated a proposed amendments to Title 18J of the Pierce County Code, Development Regulations – Design Standards and Guidelines, to modify standards for commercial development and redevelopment in the Parkland-Spanaway-Midland communities plan area; referring to the proposed amendments to the Planning and Land Services Department for environmental review and to the Planning Commission and appropriate land use advisory commissions; and setting a date for the Planning Commission’s report and recommendation back to the County Council.

Resolutions
Proposal No. R2003-81, accepting the consultation process with the four interim advisory councils created by Ordinance No. 2003-53; ratifying the prior consultation process with the land use advisory commissions relating to the Zoo-Trek sales tax spending plan; and reaffirming the Zoo-Trek sales tax spending plan as adopted by Ordinance No. 2002-112s, the Pierce County annual budget for 2003.
