On Tuesday, August 31, 2021, the City Council will conduct a public hearing on the draft Interlocal Agreement and Memorandum of Understanding with Pierce County on the proposed annexation of the Manitou Potential Annexation Area. The hearing will be held during the City Council meeting and will begin upon completion of the regular agenda items, no earlier than 5:15 p.m.

The City Council meeting will be conducted virtually. The meeting can be heard by dialing 253-215-8782 or through Zoom at https://zoom.us/j/84834233126 and entering the Meeting ID 848 3423 3126; and passcode 349099 when prompted. This meeting will also be broadcast on TV Tacoma and live streamed.

Oral comments will be taken at the City Council meeting. If you are attending virtually, please press the Raise Hand button near the bottom of your Zoom window or *9 on your phone. SUMMARY

NOTICE OF PUBLIC HEARING

Tuesday, August 31, 2021, Upon Completion of Regular Agenda Items No Earlier Than 5:15 p.m.

SUBJECT:

The subject of the public hearing is the packet of the draft Interlocal Agreement (ILA) and draft Memorandum of Understanding (MOU) between the City of Tacoma and Pierce County concerning the proposed annexation of the Manitou Potential Annexation Area (area map attached). Tacoma residents as well as residents and business owners in the Manitou area and interested stakeholders are encouraged to provide comments on whether you are supportive of or opposed to the annexation and if you have any concerns or suggestions about the ILA and the MOU.

BACKGROUND: The Manitou area is located in unincorporated Pierce County, abutting the southwest corner of the City and bounded by Lakewood Dr. W., 64th St. W., 70th St. W., and the County-City boundary line east of 52nd Ave. W. The 37-acre Manitou area is designated in both the City’s and the County’s comprehensive plans as a Potential Annexation Area. Its annexation to the City is expected and required by the State Growth Management Act, to ensure the most efficient and effective provision of municipal services to support and accommodate the area’s dense urban development. The City and the County have been working on the Manitou annexation since 2018, through the Interlocal Agreement method as required by State law (i.e., RCW 35.13.470), and have recently completed the negotiation of the ILA and the MOU, at staff level. City and County Councils each will conduct a public hearing to solicit feedback from the community (County Council’s hearing to be scheduled).

NEXT STEPS:

After the public hearing and upon consideration of public comments received, the City Council is scheduled to approve a resolution in September 2021 (tentatively) to authorize the execution of the ILA and the MOU. Subsequently, the City Council will consider adopting an Annexation Ordinance in November 2021 (tentatively) to set the effective date for the annexation. The effective date is yet to be determined. Per RCW 35.13.480, the Annexation Ordinance is subject to referendum for 45 days after passage. If no timely and sufficient referendum petition is filed by voters in the Manitou area, or if there is one but the election held accordingly does not result in a majority of the votes in opposition, the annexation is deemed approved by the voters and the Manitou area will become a part of the City upon the effective date.
