On Tuesday, May 19, 2020, the City Council will conduct a public hearing on the submittal of the 2020-2024 Consolidated Plan to the U.S. Department of Housing and Urban Development, for Housing and Community Development. The hearing will be held during the City Council meeting and will begin upon completion of the regular agenda items, no earlier than 5:15 p.m. For additional details, please see the attached information.

Due to the ongoing and unprecedented COVID-19 emergency, a remote access public hearing will take place to ensure the public’s health and safety, and only written comment will be accepted. Those wishing to submit written comment may do so by email to the City Clerk’s Office at cityclerk@cityoftacoma.org or by mail at 733 Market Street, Room 11, Tacoma, WA 98402, by 4:00 p.m., on Tuesday, May 19, 2020. PUBLIC NOTICE

HUD FIVE YEAR CONSOLIDATED PLAN FOR 2020-24

TACOMA – LAKEWOOD HOME CONSORTIUM

Tacoma and Lakewood plan to adopt a joint 2020-24 5-YR Consolidated Plan for housing and community development providing a framework to address needs in both cities. The plan is required by the federal government to receive assistance from the Department of Housing and Urban Development (HUD), for funding from the Community Development Block Grant (CDBG) program, the HOME Investment Partnership (HOME) program and the Emergency Solutions Grant (ESG) program. As the lead entity of the HOME consortium, the Tacoma City Council will approve HOME funded activities for both jurisdictions.

CITY OF TACOMA ANNUAL ACTION PLAN

The following one-year activities are recommended for approval to the City Council which includes $2,978,421 ($2,528,421, new allocation, plus $450,000 in reprogrammed funds) in CDBG monies, $250,000 in Program Income, $1,446,351 of the Tacoma portion of the Tacoma-Lakewood HOME Consortium monies, $220,216 in Emergency Solutions Grant (ESG) monies. If approved, the recommended activities will be implemented as part of the annual action plan beginning July 2020.

CITY OF LAKEWOOD ANNUAL ACTION PLAN

The following one-year proposed use of funds are being recommended for approval to the City Council which includes $681,064.27 ($596,006; new allocation/ $85,058.27 reprogrammed) in CDBG monies, $278,464 of the Lakewood portion of the Tacoma-Lakewood HOME Consortium monies, and $140,000 in carry forward NSP 1 monies. Activities will also be supported by $275,000 in anticipated program income ($100,000 CDBG, $125,000 in NSP1 and $50,000 HOME). Recommended activities will be implemented as part of the annual action plan beginning July 2020.

CITIZEN REVIEW COMMENTS

The 2020-24 Joint Tacoma and Lakewood Consolidated Plan will be available for public review for a period of 30 days from April 18, 2020 to May 18, 2020. Copies of these documents are available for review at:

A public hearing by the Tacoma City Council is scheduled for May 19, 2020, at 5:00 p.m., with final adoption by the City Council on June 2, 2020. City of Lakewood, The document is available on the City’s website at www.cityoflakewood.us. It can also be reviewed on the City of Lakewood’s’ Facebook, Twitter, Instagram, and LinkedIn accounts. A public hearing by the Lakewood City Council is scheduled for May 18, 2020, 7:00 p.m., with final adoption by the City Council on June 1, 2020. The Consolidated Plan will then be submitted to the Department of Housing and Urban Development for their review and approval.
