Washington Gov. Gary Locke declared at a Thursday press conference that the state is in pretty good shape and the state economy is turning around, as he unveiled a $193 million supplemental budget.
The proposal includes $30 million toward higher education, money to increase Medicaid payments to physicians, pay increases for home-care workers, a construction spending plan for college buildings and prisons. It also calls for tax breaks for high-tech companies conducting research and manufacturing.
He lauded Boeings decision to build its 7E7 in Washington state, saying the companys move shows the states business climate is improving.
