Metro Parks Tacoma December 1, 2014 Request for Qualifications Architecture, Engineering and Planning Services EASTSIDE COMMUNITY CENTER & CAMPUS PRE-DESIGN & MASTER PLAN SERVICES RFQ #J2014-05 The Metropolitan Park District of Tacoma (Metro Parks Tacoma) is soliciting Letters of Interest and Statements of Qualifications from architecture / engineering teams for performing predesign and campus master planning services related to development of the new Eastside Community Center (ESCC) with associated Campus improvements. Statements of Qualification (SOQ) will be received at the office of Planning, Design and Development, Metro Parks Tacoma, 4702 S 19th Street, Tacoma WA 98405, attn. Rhonda Higgins, until 4:00 p.m. on Tuesday December 23, 2014. Qualifications received after the appointed time set for receipt will be returned unopened. Project Location The Campus grounds are on publiclyowned land presently occupied by the First Creek Middle School, which is under construction. The property is located in the South Tacoma Neighborhood. It is bounded between E. 51St Street and E. 56th St. (North to South) and Portland Avenue to the west in Tacoma, WA 98404. Services Overview The requested services are for assisting Metro Parks Tacoma to develop a comprehensive master plan with associated pre-design programming for placing the new community center relative to associated facilities on Campus properties. These services are to be the first step toward design and construction of the new Eastside Community Center. This request is focused on first phase services for performing pre-design, master planning, and schematic design for a new center. However, firms responding to this RFQ should have the capability of continuing with design development, bidding, and construction observation services once the final scope and phase(s) of the project are defined to allow Metro Parks to follow through with development of the project. Service Fees Funding The Metro Parks budget has identified a range of $250,000 to $450,000 for the professional services related to this initial planning effort. This project has received state funding; voluntary numerical MWBE goals of 10% MBE and 6% WBE will apply. Achievement of the goals is encouraged; however, no minimum level of MWBE participation shall be required as a condition of contract award. Your submittal should not exceed 25 pages in length. Included in your submittal should be the following: 1) a letter of interest from the prime firm, signed by the principal professional intended to lead the planning effort. The letter should indicate the availability of all members of team to conduct the services within the schedule constraints established by Metro Parks. 2) Identification of key firms and individuals proposed to make up your planning team. Include an explanation of how this team will be organized and managed. 3) Background resumes demonstrating the experience of key professionals making up the proposed team. 4) Descriptions of successful planning projects of a similar nature completed by your team members, including their locations, and client contact information that Metro Parks may use as reference. Please provide six (6) bound copies and an electronic copy of the above information for use by members of our consultant selection committee. Following an evaluation of the SOQ's received, the firm(s) considered to be the most qualified may be requested to participate in an interview and final consultant selection process.
