City of Tacoma Notice of Public Hearing May 9, 2013 On Tuesday, May 21, 2013, at approximately 5:30 p.m., the City Council will conduct a public hearing on the proposed amendments to the Comprehensive Plan and Land Use Regulatory Code, as recommended by the Planning Commission for the year 2013. This hearing will take place in the City Council Chambers on the first floor of the Tacoma Municipal Building, 747 Market Street, Tacoma, Washington. All persons will have an opportunity to present their oral comments at the meeting. Doris Sorum City Clerk Subject Proposed Amendments to the Comprehensive Plan and Land Use Regulatory Code for 2013 ("2013 Annual Amendment"), as recommended by the Planning Commission on May 1, 2013. Summary Application * Proposed Amendments 1. Drive-Through Regulations Amending Tacoma Municipal Code (TMC) Chapters 13.06, 13.06A and 10.14 to place additional standards on drivethroughs and driveways in order to align with the overall vision of the Comprehensive Plan for pedestrian friendly and walkable neighborhoods. 2. Countywide Planning Policies Review of the 2012 Updates to the Pierce County Countywide Planning Policies (CPPs) to ensure the City's Comprehensive Plan continues to be consistent with the CPPs. (No amendments proposed.) 3. Transportation Element Updating and reprioritizing unfunded projects and incorporating "Environmental Justice" into policy provisions to be consistent with VISION 2040. 4. Land Use Designations Revising the Comprehensive Plan's land use designation approach from the current Land Use Intensities to a more simplified and easily understood classification system. 5. Adoption and Amendment Procedures Amending TMC 13.02 to streamline the processes for the Comprehensive Plan, area-wide rezones, moratoria, and interim zoning. 6. Platting and Subdivision Regulations Amending TMC 13.04 to increase the maximum short plat size from four to nine lots and address associated regulatory requirements. 7. Sign Regulations Amending the Sign Code contained in TMC 13.06 to address on-site digital signage and various sign related issues. 8. Regulatory Code Cleanup Amending TMC 1.37, 13.05, 13.06 and 13.06A to correct minor errors, provide additional clarity, and improve administrative efficiency. * Note: This public hearing does not include the application that seeks to rescind three shoreline related elements of the Comprehensive Plan and adopt the Tacoma Waterfront Design Guidelines and the Public Access Alternatives Plan. Those proposed documents are implementation strategies of the revised Shoreline Master Program (SMP) and, as recommended by the Planning Commission, should be considered and adopted by the City Council concurrently with the final adoption of the SMP. The revised SMP is currently under review of the State Department of Ecology. The City Council will consider the Planning Commission's recommendation on these SMP implementation strategies upon Ecology's approval of the SMP.
