“The Washington State Department of Licensing is warning citizens against placing stop payments on checks written for vehicle registrations. A rash of stop payments have been placed as a result of the passage of Initiative 695 which eliminated the Motor Vehicle Excise Tax.DOL has stated that under state law, the agency is required to pursue collection of these funds.The agency stated that stop payment checks are treated as dishonored checks, subject to handling fees and possible referral to a collection agency. The department stated that neither current law nor I-695 provide for refunds for renewals paid in November and December.DOL processes approximately 5.5 million vehicle registrations each year.”
