Gov. Gary Locke Wednesday approved a supplemental state budget for April, May and June that adds $144 million, primarily for schools, medical assistance, prisons and forest firefighting.

The plan also requires the layoffs of more than 200 state workers and bars about 20,000 residents from signing up for state-subsidized health coverage.
