City of Tacoma REQUEST FOR PROPOSALS Specification No. FD13-0342F Tacoma Fire Department One 50-Foot (Min Length) CBRNE Equipped, Fast Attack Fireboat for the Tacoma Fire Department The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchasing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409. Proposals will be received until 11:00 a.m., Pacific Time, Tuesday, June 25, 2013, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud. An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at www.TacomaPurchasing.org. A list of vendors registered for this solicitation is also available at the website. After 1:00 p.m. the day of bid opening, the names of vendors submitting proposals are posted to the website for public viewing. A pre-proposal meeting will not be held. Project Scope: The City of Tacoma Fire Department is soliciting proposals for the construction of one 50-foot (minimum length) NFPA Class III All Hazard Rapid Response Vessel for the Tacoma Fire Department. This vessel is intended to provide increased emergency response capability and port protection, which includes but is not limited to chemical, biological, radiological, nuclear, and explosive (CBRNE) response activities, heavy firefighting suppression, emergency medical services, specialty team support, detection, prevention, electronics, navigation, communications, command platform and other heavy support equipment. Each proposal must be accompanied by a cashier's check for five percent of the proposal amount, made payable to the "City Treasurer," or a bid bond for five percent of the proposal amount executed on the approved City bond form attached to these specifications. If the bid bond is used, five percent may be shown in dollars and cents, or in lieu of dollars and cents, the following statement may be inserted therein: "five percent of the amount of the accompanying proposal." The following is applicable to Federal Aid Projects: The City of Tacoma in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
