    "I still have that burning passion to serve," says Harold Moss, who announced earlier this month he will run against incumbent City Councilmember Spiro Manthou.  Over the course of a political career dating back to the 1970s, Moss, 77, has served as a mayor and city councilmember in Tacoma, and Pierce County councilmember.
