Retraining program stretched too thin

Washington’s community colleges are turning away hundreds of laid-off workers from the state-funded Worker Retraining Program because increasing demand has stretched financial aid funds too thin.
Washington’s unemployment rate for November is one of the highest in the nation at 6.8 percent.
