REQUEST FOR QUALIFICATIONS PIERCE COUNTY COMMUNITY CONNECTIONS/CITY OF TACOMA YOUTH AND YOUNG ADULT CRISIS CENTER AND EMERGENCY SHELTER The County and the City of Tacoma ("City") are issuing this joint RFQ for the provision of services related to the development and operation of a Crisis Center and Emergency Shelter ("Center") serving youth (ages thirteen (13) to seventeen (17)) and young adults (ages eighteen (18) to twentyfour (24)). The County and City seek a qualified service provider to contribute to Pierce County's continuum of housing and services for the target population consisting of unaccompanied youth and young adults and pregnant or parenting teens at risk of becoming homeless or experiencing homelessness. The County and the City anticipate a phased implementation of the Youth and Young Adult Crisis Center and Emergency Shelter. Funding allocations include both base operating expenses as well as any contributions to subcontractors or service partners as contemplated in this solicitation. The County/City will hold one pre-application workshop on Friday, September 5, 2014 at 2:00 p.m. to answer questions at the Pierce County Community Connections office located at 1305 Tacoma Avenue South, Suite 104, Tacoma, in Conference Room C.
