Port of Tacoma PUBLIC NOTICE DETERMINATION OF NONSIGNIFICANCE RCW 197-11-970 Project Name: 3401 Taylor WayWest Hylebos Log Yard Stormwater Treatment Description of Proposal: The Port of Tacoma (Port) proposes to install an upgraded stormwater treatment system that includes an aboveground bioretention stormwater treatment system, belowground 10 inch HDPE stormwater force main drain pipe, 18 inch HDPE stormwater drain pipe, manholes and two lift stations. The 18 inch HDPE stormwater effluent pipe will connect to existing stormwater outfalls. The bioretention stormwater treatment system, below ground pipe, manholes and lift stations will be constructed inside the City of Tacoma's 200 foot shoreline jurisdictional line. All work will be done in previously disturbed areas (asphalt and graveled areas) and there will be no impacts to sensitive or critical areas. The project encompasses work at Port parcel 105. Asphalt and earthen materials will be excavated as part of the proposed trench work for the underground stormwater drain pipe installation. Excavated asphalt will be disposed offsite at an approved location. Excess earthen materials as well as soils determined unsuitable for reuse as backfill will be tested and transported to an approved disposal facility. Approximately 9,200 cubic yards of earth and asphalt will be excavated in order to install the bioretention facility and conveyance infrastructure. The total volume of materials to be disposed offsite is not expected to exceed 1,200 cubic yards of asphalt and 8,000 cubic yards of excavated material. Approximately 10,000 cubic yards of engineered fill, sand, pea gravel and BSM will be imported and used as utility bedding and biorention material. Each excavated area will be resurfaced with a new layer of asphalt. An environmental impact statement (EIS) is not required under Revised Code of Washington (RCW) 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Only those who commented within the 14 day comment period shall have standing to file a Request for Reconsideration. Any challenge to a SEPA threshold determination shall be initiated by filing a Request for Reconsideration with the Responsible Official or designee no later than seven calendar days following the end of the 14 day comment period for the SEPA determination.
