Port of Tacoma PUBLIC NOTICE DETERMINATION OF NONSIGNIFICANCE RCW 197-11-970 Project Name: Progress Rail Services Stormwater Improvements Description of Proposal: Progress Rail Services (PRS) is a rail car maintenance facility that leases a 12-acre site from the Port of Tacoma. The PRS facility discharges stormwater under the Washington Department of Ecology's (Ecology's) National Pollutant Discharge Elimination System (NPDES) Industrial Stormwater General Permit (ISGP)(WAR000035). The facility reached a Level 3 Corrective Action stage for copper and zinc in 2010. Based on bench testing, cost analysis, and engineering recommendations, PRS proposes to install a chitosan-enhanced sand filtration treatment system, oil-water separators and associated stormwater infrastructure. This selection has been approved by Ecology through the Washington Administrative Code (WAC) 173-240 Engineering Report process and is designed to remove the ISGP listed pollutants in the Level 3 Corrective Action. Stormwater from the 12-acre site discharges to three outfalls located at the north, east, and west of the site. The ISGP requires the facility to use adaptive management with the objective of stormwater discharge at or below benchmark values. To improve water quality as required under the ISGP, PRS proposes to intercept existing stormwater flow downstream of two outfall structures before it enters offsite stormwater infrastructure. At the east outfall, an intercepting manhole will convey water via open channel/culvert to an oil-water separator. The oilwater separator will drain via open channel/culvert to a pump-equipped manhole where water will then be pumped to a drainage ditch currently serving the west portion of the site. The west ditch system will convey water to an oil-water separator, then wetwell for pumping to the proposed chitosan-enhanced sand filter treatment system. After treatment, stormwater will return to both the east and west catchments via a pressurized pipe for offsite discharge. Approximately 405 cubic yards of earth and rail ballast gravel will be excavated as part of the installation of underground pipelines and structures. Excess earthen materials unsuitable for backfill will be tested for contaminants and transported to an approved disposal facility. The project will commence once all permits are obtained. The likely work period is June 2013 through September 2013. Lead agency: Port of Tacoma, the lead agency for this proposal, has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under Revised Code of Washington (RCW) 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Comments and Request for Reconsideration: This determination of Non-Significance (DNS) is issued under Chapter 197-11-340(2) Washington Administrative Code (WAC). Pursuant to Port policy, all interested parties shall have 14 calendar days to comment on the proposed SEPA threshold determination. Only those who commented within the 14 day comment period shall have standing to file a Request for Reconsideration. Any challenge to a SEPA threshold determination shall be initiated by filing a Request for Reconsideration with the Responsible Official or designee no later than seven calendar days following the end of the 14 day comment period for the SEPA determination. The lead agency will not act on this proposal for 14 days from the start date of the comment period described below.
