Action on Ordinances
Proposal No. 2003-137, granting a nonexclusive franchise to Marion Water Company for location of water lines on certain county-owned rights-of-way; and authorizing the County Executive to execute said franchise.

Proposal No. 2003-138s, granting Supplemental Franchise No. 2 to Valley Water District, to expand the area for location of water lines on certain rights-of-way; and authorizing the County Executive to execute said franchise.

Proposal No. 2003-139, vacating a portion of 170th Street East (Copper Street) located in the Southeast Quarter of Section 27, Township 19 North, Range 3 East of the Willamette Meridian, in the Spanaway area.

Proposal No. 2003-140, vacating a portion of Hiddleson-Roescheisen County Road located in the Northeast Quarter of Section 27, Township 17 North, Range 4 East of the Willamette Meridian, in the Eatonville area.

Proposal No. 2003-141, vacating a portion of 212th Street East located in the Northwest Quarter of Section 7, Township 18 North, Range 4 East of the Willamette Meridian, in the Graham area.

Motion to certify the following Revised Budge Certification, and instruct the Clerk of the Council to forward the Revised Certification to the Pierce County Assessor-Treasurer’s Office, pursuant to Revised Code of Washington (RCW) 84.52.020 and RCW 52.16.160 and Washington Administrative Code (WAC) 356-05-175:

Proclamation
Proposal No. R2004-5, proclaiming the month of February 2004 as “Black History Month” in Pierce County, Washington.

Ordinances
Proposal No. 2003-129, declaring the property located at 11709 Woodland Avenue East as surplus, and approving the exchange of real property negotiated between Pierce County Public Works and Utilities Department, Water Programs Division, and Henrietta R. Paz for property located at 11715 Woodland Avenue East, Pierce County, Washington; and authorizing the County Executive to Execute the franchise.

Proposal No. 2003-131, declaring the properties located at 309 Sasaki Lane Southwest and the terminus of Albert Bell Road East as surplus; approving the exchange of real property negotiated by the Pierce County Public Works and Utilities Department, Water Programs Division, and the State of Washington Department of General Administration for property located in Orting, Washington; and authorizing the County Executive to execute the agreement to exchange real property.

Resolutions
Proposal No. R2004-20, amending Resolution No. R2000-176, as amended, regarding the rules for the County Council’s Standing and Elect committees, to reflect changes in Standing Committee structure to take effect in the year 2004.
