Gov. Gary Locke signed into law Tuesday a bill that promises to save Boeing and other Washington businesses $158 million over the next three years.
The bill, which increases taxes for the construction industry, attempts to make the unemployment tax system more equitable.
It also provides $34 million in retraining benefits for laid-off Boeing workers.
