Members of the City Council approved a resolution April 10 that would authorize a 10-year loan in the amount of $4.1 million to the Foss Waterway Development Authority. The funds would be used for capital improvements to in-water priority projects including the historic Balfour Dock wharf, building stabilizations, the 16th Street excursion pier and the permanent north end moorage.
