City Council members approved the creation of a Blue Ribbon Panel to study issues and make recommendations for a community model for standards of care, quality assurance and community relations for programs that serve high-risk and high-needs residents. The panel, will consist of representatives from a wide cross-section of the community and City staff, would be tasked with making recommendations regarding the role of local government in addressing these issues. The panel will make a report and recommendation to the Council within 180 days of the start of the six-month moratorium on the establishment or acceptance of land use permit applications for group homes, group residential facilities and emergency and transitional housing.
