Submittals will be received and time stamped only at the Purchasing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409. Proposals will be received until 11:00 a.m., Pacific Time, Tuesday, October 28, 2014, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud. An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at A list of vendors registered for this solicitation is also available at the website. After 1:00 p.m. the day of bid opening, the names of vendors submitting proposals are posted to the website for public viewing. A pre-proposal meeting will not be held. Project Scope: The City of Tacoma (CITY) is requesting proposals to secure the services of a consultant who can assist the CITY in drafting a Subarea Plan and Environmental Impact Statement (EIS) for the 485-acre Tacoma Mall Regional Growth Center designed to result in: establishing a thoroughly grounded and well-supported vision for growth, sustainability, and livability within the Center; fast tracking revitalization through up front environmental review under State Environmental Policy Act; and, planning and design for capital facilities, infrastructure, services and amenities to support the increased density. Further, the Subarea Plan will build on existing neighborhood partnerships and bring in county and regional stakeholders and additional private investment. This work is funded through a National Estuary Program (NEP) Puget Sound Watershed Protection and Restoration Grant.
