1. Ordinance could put $45 million Tacoma Dome bond issue on ballot

The June 28 City Council agenda includes the first reading of an ordinance that could place a $45 million Tacoma Dome renovation and improvements bond measure on the Sept. 20, 2005, ballot for the consideration of Tacoma voters. If approved by voters, Proposition 1 would allow the City to issue up to $45 million of general obligation bonds maturing within 25 years to finance renovations and improvements to the Tacoma Dome.

2. Resolution would create Citizen Police Oversight Committee

City Council members are scheduled June 28 to decide whether to create a Citizen Police Oversight Committee, proposed earlier this year by the Human Rights Commission. A substitute resolution will be forwarded which amends the original resolution to replace the proposed independent auditor with an internal police audit position interacting with a citizen review panel. This item was continued from the June 7 Council meeting.

3. Performance audit of City’s SAP systems on agenda

The City Council is scheduled to consider a resolution June 28 that would authorize a $227,000 audit of the SAP computer system done by IBM Business Consulting Services of Seattle, Wash. The agreement would provide funds for a performance audit of SAP functionality and operations within the City’s Business Information Systems Department.

4. TV Tacoma to provide live coverage of Tall Ships Parade of Sails

If you can’t make it to Commencement Bay on June 30 to watch the Tall Ships Tacoma Parade of Sails for yourself, TV Tacoma has your back. The City’s TV station will broadcast live coverage of the event June 30 at 3 p.m. on cable channel 12 in the Tacoma’s city limits and on cable channel 21 in other areas of Pierce County on the Click!Network and Comcast cable systems.

Replays of the Parade of Sails are scheduled beginning June 30 on the following schedule:

— June 30 at 9 p.m.
— July 1 at 4 and 10 a.m., 2 and 10 p.m.
— July 2 at 8 a.m. and 5 p.m.
— July 3 at 1 a.m. and 3 and 8 p.m.
— July 4 at 4 a.m. and 2 p.m.

5. Ordinance would aid Hilltop Renaissance Project with up to $1.6 million

City Council members are scheduled to consider an ordinance June 28 that would designate the Hilltop Renaissance Project as a special project of limited duration and authorize purchase and sale agreements for properties at 1110 through 1124 Martin Luther King Jr. Way. If approved at a future Council meeting, the ordinance would also appropriate up to $1.6 million of Urban Development Action Grant repayment funds to acquire the property. The Martin Luther King Housing Development Association has offered to assign the purchase and sale agreements to the City to facilitate the redevelopment of the four properties.

6. City may accept $3.75 million in fed funds for Train to the Mountain project

A resolution on the June 28 Council agenda would allow the City to accept $3.75 million of United States Department of Transportation Federal Section 117 funds through the State of Washington for the Train to the Mountain Project. If approved, the funds would help create a scenic train and bus system running from Tacoma to Mount Rainier National Park and to help repair and replace 18 miles of track.

7. Council to discuss multi-family housing tax incentives at special meeting

The City Council will hold a special meeting June 28 at 2:30 p.m. to discuss Tacoma’s multi-family housing tax incentives program. The special meeting will be held in the Council Chambers at the Tacoma Municipal Building, 747 Market St., and it will be televised live by TV Tacoma on Channel 12. 8. Council workshop to focus on capital projects and debt capacity

City Council members will hold a workshop at 4:30 p.m. June 29 to review and discuss details about capital projects in the City and the City’s debt capacity. The Council will also talk about what mix of projects, timeline and funding sources will help achieve the results that the City Council anticipates. The public may attend the workshop in Room 16, Tacoma Municipal Building North, 733 Market St., but the Council will not take public comment. CityPost (Channel 85 on Click!, Channel 77 on Comcast) will air the audio portion of the session live.

9. Affordable housing levy proposal leads busy study session agenda

Members of the City Council are scheduled to consider four topics during the June 28 study session, beginning with a presentation on a proposed affordable housing levy that would aim to raise $2.5 million per year for the next six years to support the development of rental housing and home ownership opportunities for low income families. The Council will also review draft guidelines approved by the Economic Development Committee for the disposal of City-owned property, including a discussion of options for sale of the City’s property at South 21st and Jefferson Streets. Discussion of a proposed substitute resolution regarding the establishment of a Citizen Police Oversight Committee is also on the agenda, along with options regarding property at 1114 Martin Luther King Jr. Way. The public may attend the noon study session in Room 16, Tacoma Municipal Building North, 733 Market St., but the Council will not take public comment. 10. City offices closed July 4; no garbage, recycling and yard waste collection

City of Tacoma administrative offices will close on Monday, July 4, in recognition of the Independence Day holiday. There will be no garbage, recycling or yard waste pickup on Monday, July 4. Collection will be one day late for the entire week. For example, customers whose collection day is normally on Monday will have a Tuesday pickup. Tuesday customers will have collection on Wednesday and so on. The City of Tacoma’s landfill, recycling center and household hazardous waste facility will be closed July 4.
