1. Resolutions would give tax exemptions for 235 apartment units

City Council members are scheduled to vote on two resolutions March 29 that would give multi-family housing limited property tax exemptions for two large apartment developments in the Tacoma Mall Mixed-Use Center. Both developments would be built by Apex Apartments, LLC, in the 2400 block of South 41st Street. The first apartment building would consist of 160 market-rate apartments, and the second would hold 75 market-rate apartments. Time will be available for comment on these resolutions at the beginning of the meeting.

2. Council could ban ‘sexual encounter establishments’

Businesses that fall under the definition of “sexual encounter establishment” would be banned in Tacoma if the City Council approves two ordinances that are scheduled for final reading March 29. The first ordinance would amend the section of the Municipal Code relating to public safety and morals to prohibit “sexual encounter establishments” from operating in the City. The second ordinance would amend the tax and license portion of the Municipal Code by deleting language referring to the licensing of “sexual encounter establishments” that was added by the City Council last year. If these two ordinances are approved by the council, Tacoma will become the first large city in Washington to ban these kinds of businesses.

3. BCPA analysis, citizen oversight for police lead study session agenda

The City Council will hear an overview of a recent analysis of the management structure of the Broadway Center for the Performing Arts (BCPA) during the March 29 study session. A consultant from Mitze Productions, which performed the analysis, will present his report on the current management structure, administration and operating agreement between the BCPA and the City of Tacoma. Council members will also hear a proposal from the Tacoma Human Rights Commission Police Accountability Workgroup that would establish a citizen oversight function for the Tacoma Police Department. The public may attend the noon study session in Room 16, Tacoma Municipal Building North, 733 Market St., but the Council will not take public comment. CityPost (Channel 85 on Click!, Channel 77 on Comcast) will air the audio portion of the session live.

4. Resolutions would add 390 acres to Tacoma Water service area

A pair of resolutions on the March 29 agenda could add 390 acres of undeveloped land in the Spanaway/Fredrickson region to the service area for Tacoma Water. The first resolution would extend the service area to 200 acres previously served by Rainier View Water Company, following a request by Pacific Rim Real Estate for industrial property between 200th Street East and 208th Street East along 38th Avenue East. The second resolution would provide water to 110 acres zoned for an employment center and to 80 acres zoned for moderate density single family residences. Both areas are in the Pierce County Urban Growth Area.
