City Council members are scheduled Nov. 27 to hear an update on the Urban Waters project and information on the proposed lease agreement. On July 12 Council authorized City staff to proceed with the development phase of the Environmental Services lab and office facility (also known as the Center for Urban Waters project) funded through an alternative method, known as the 63-20 process with a private nonprofit developer who will finance, construct, and maintain the facility. As a second item on the study session agenda, Sound Transit Board Members are scheduled to discuss alternatives for connecting Sounder Commuter Rail between Freighthouse Square and M Street. Thirdly, Council is scheduled to discuss the Martin Luther King Housing Development Association’s request for additional funding so the shelter can open up three hours earlier to avoid harsh weather conditions from November 2007-March 2008.
