This unprecedented growth is allowing the city to set a foundation for a new tourism market in Tacoma.Emmons will present a road map for this period and present policy recommendations to the Council. Some of the recommendations are:- Establish Tacoma as a destination city with a recognized cultural tourism theme.- Market downtown to cultural tourists while linking the downtown with neighborhoods for the authentic Tacoma experience.- Develop major events with multi-month audience appeal.- Develop strategies to increase tourist investment in Tacoma.Tacoma City CouncilCouncil Meeting5:00 p.m., TuesdayAugust 29, 2000Room 16Municipal Building North728 St. Helens AvenueTacomaLEAP EmploymentMore Tacoma residents may obtain new jobs if the Council approves a proposed expansion of the City’s Local Employment and Apprenticeship Training Program (LEAP).The program, established by the City in January 1999, requires contractors on certain City public works projects to employ a 15 percent labor force of either local Tacoma residents or state-approved apprentices.LEAP currently applies to public works projects greater than $250,000 and building projects over $750,000. The proposal would expand LEAP to include other service and supply contracts.LEAP provides an opportunity for Tacoma and state Empowerment Zone, federal Enterprise Community residents to enter apprenticeship programs to acquire skills and obtain family-wage jobs.The Council will take public testimony on the proposal and vote at a later date.Note: The first Bank to Bay Run will be September 2.
