Tim Eymans newest initiative, unveiled Tuesday, would ask voters to cut $400 million per year from state property taxes and expand gambling so the state could make up the revenue shortage.
The initiative proposes taxing slot machines at 35 percent and allowing casinos outside Indian reservations to use them.
