Land annextion rules for cities change

Washington state cities that want to annex land will now have to hold an election to do it, the State Supreme Court ruled Thursday.
The court’s decision threw out the “petition” method of annexation, which allows any person who owns most of the property value in an area to approve annexation, despite the wishes of his or her neighbors.
