City of Tacoma REQUEST FOR PROPOSALS Specification No. PD14-0744F City of TacomaTacoma Police Department Surplus Spent Ammunition Casings The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchasing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409. Proposals will be received until 11:00 a.m., Pacific Time, Tuesday, February 10, 2015, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud. An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at www.TacomaPurchasing.org. A list of vendors registered for this solicitation is also available at the website. After 1:00 p.m. the day of bid opening, the names of vendors submitting proposals are posted to the website for public viewing. A pre-proposal meeting will be held at the Harrison Police Range, 101 McMurray Road, Tacoma, WA 98422 on January 27, 2015 at 11:00 a.m., potential vendors can review the site and see current operations and ask questions. Project Scope: The scope of work for this contract will include salvaging of spent ammunition shell casings of various calibers and manufacturers of both handgun and rifle cartridges, to include: 9mm, .380, .38/.357, .40S&W, .45ACP, .223/5.56, .308/ 7.62, .50BMG. The spent casings are stored in 44gallon plastic garbage bins at Harrison Range, located at 101 McMurray Rd, Tacoma WA 98422. Harrison Range is typically open Tuesday-Friday, 08001700 hours. The surplus contractor will collect the spent casings, at a minimum of once a month, on an agreed upon day during the first week of each month. Due to the design of the range house there are no accommodations for a forklift or pallet jack for the removal of spent casings. In the past Range Staff has removed the casings by transferring them to 5-gallon buckets and hand carrying them out of the building.
