Racial profiling report
police department staff will present the initial results of the racial profiling project conducted in 2002. Information will include the formation of the task force, the development of the data collection instrument, the actual collection and the interpretation of the data by the analyst hired from the University of Washington Tacoma. The department will outline some thoughts on future directions based on the analysis and will address questions and issues rising from the study session.

Carlton Building
The second portion of the study session will focus on future plans for the city-owned Carlton Building. Staff will discuss strategies for leasing office space in the building as it becomes vacant and plans for selling the building. The public may attend, but the council will not take comment. CityPost – Channel 77 on Comcast, Channel 85 on Click! – will air the audio portion of the study session live.

Historic Buildings register
The Tacoma City Council will take testimony and vote on a resolution to place four more buildings on the Tacoma Register of Historic Places. They are:
– Cunningham Electric Company Building at 2119-2121 Pacific Ave.;

– National Shuffleboard Sales Company Building at 1119-1121 Tacoma Ave. S.;

– Olof Carlson House at 1116 N. 26th St.; and

– Bob’s Java Jive/Coffee Pot at 2102 South Tacoma Way.

A building must be on the Historic Register to qualify for Tacoma’s historic tax credit, a 10-year reduced property tax bill awarded to building owners that undertake a substantial renovation.

Small Business Incubator boost
The William M. Factory Small Business Incubator, located on Tacoma’s Eastside, offers small, start-up businesses that have the potential for long-term growth and job creation an affordable space with technical assistance and shared administrative services. Since 1985 the City of Tacoma has awarded the Small Business Incubator Community Development Block Grant (CDBG) funds to help it grow. The City Council will take public testimony and vote on awarding the program $106,250 in CBDG funds for 2003/2004.
