2005-2006 biennial budget
The City Council is scheduled to discuss the 2005-2006 Biennial Budget. In a continuation from the July 21 council budget workshop, the council will hear an overview of the strategies from the results oriented government strategic priorities team. The public may attend, but the council will not take public comment. CityPost (Channel 85 on Click!, Channel 77 on Comcast) will air the audio portion of the study session live.

Special meeting: $51.9 million bond sale
The City Council will convene a special meeting at 12:30 p.m., interrupting its normal study session, to consider the sale $51.9 million of limited tax, general obligation bonds for refinancing costs of acquiring land and the construction of the Greater Tacoma Convention Center. The council is hearing this issue at a special meeting timed to coincide with the financial markets in New York. Council members will return to the study session following the special meeting. Tacoma Rail taxable line of credit
Council members are scheduled to discuss issuing a $2.2 million non-revolving, tax-exempt line of credit to fund the Tacoma Rail Mountain Division Railroad for capital improvements, maintenance and operations through Dec. 31, 2005. The Tacoma Rail Mountain Division operating funds would be used to repay the line of credit note, and the city would pledge some of its debt authority as additional security.

Mixed-use development in parking lot
The city could soon have a new mixed-use development across from the Tacoma Municipal Building if the City Council approves the execution of an acquisition and conveyance agreement with Catapult Development Partners. The agreement calls for the development of a mixed-use project on the city’s parking lot at 730 Market St., with the replacement of 73 parking stalls for city use at no capital or operating cost to the city. The proposed 100,000 square-foot mixed-use building would include ground floor commercial/retail space, 80 to 85 apartments on the upper floors and a three-floor parking garage. The development ties in with the city’s selection of Catapult Development Partners to acquire and redevelop the Marcourt Building, which is adjacent to the parking lot. Time is available at the beginning of the council meeting for public comment.

Fern Hill Business District festival
Join the Fern Hill Business District 10 a.m. to 5 p.m. on Sunday, Aug. 1 for its seventh annual classic car show and street fair. There’s something for everyone, including food and crafts from local vendors, entertainment and hands-on activities for kids. Steve and the Goodtimes will play live music, and other performers will take part as well. Chicken Fun Sway, the district’s piece of the Red Door public art project, sits at South 84th and Park Streets, at the heart of the festival.
